Should I actually leave Buffer?

If you run one or two channels, already write your own content and it works — no. Buffer is cheap, reliable and has been running since 2010. The case for switching gets strong when channel count pushes the per-channel bill up, or when producing content is the real bottleneck.

What's the closest thing to Buffer but cheaper at scale?

Any tool priced by tier rather than per channel — SocialPilot, Metricool and Optimate all include a set number of accounts in a flat price. The crossover point against Buffer is usually somewhere between four and ten channels depending on which Buffer plan you're on.

Can I move my Buffer queue to another tool?

Rarely automatically. Most tools, Optimate included, have no Buffer import — you reconnect the accounts and rebuild the queue. If you have a long queue built up, factor that in before switching.
